"A direct test of Mach's principle" In this issue, Wang and Lu (p. 103) present evidence from the Ives-Stillwell data that the earth moves with respect to the preferred reference frame of the cosmos. Herbert Ives battled Einstein theory until his dying day, despite the fact that the Ives-Stilwell experiment is frequently cited as support for the theory. I believe that he would be very happy that experimentalists and theorists alike still pore over the data and find new ways to challenge Einstein theory.

ABSTRACT

The authors propose a gravitational electro-magnetic vortex (G^.EM-vortex) as a basic model for the Universe having a vacuum field fluctuation structure, in which, h, c, and G are three unvarying universal fundamental constants. The Einstein’s mass-energy relation is to hold with a new form of quantum gravitation. The angular frequency of electro-magnetic vortices give rise to a concentration of energy, i.e., it forms the gravitational center of mass, while the gravitational potential tends to smear the concentrated energy.
By this model, the gravitation field and electro-magnetic field may be combined into a single orthogonal structure of G^.EM field. The difference between Dirac’s and Einstein’s theories of gravitational constant G may then be reconciled. The antithesis of vacuum space and matter may fade away, and the whole of physics would become a completely enclosed intellectual system. Furthermore, the Primordial Planck particle, Primordial Planck-Cosmos, Expanding Annex Universe, Present Cosmos, Chaos Universe and their classical universe equations, universal quantum-gravitation equations, the conservation constant of Universe mass-energy, the constant of Universal Quantum-Gravitation and all kinds of interaction coupling constants may all come out consistent with observations and experiments.

Ladies and Gentlemen:

First of all, please permit me to represent Hoff Lu Research Institute of Matter Regularity and Beijing Relativity Theory Research Federation (BRTRF), warmly welcome to the friends of American Federation of Natural Philosophy! Thanks them for taking part in this meeting without minding such a long journey! At the same time, I am similarly glad to extend cordial greetings to each friend of coming join in the meeting at home and abroad!

I am lukily entrusted by the leading group meeting of BRTRF to report what we had done in the past two years and what we shall do in the next year.

1. The Working Summary

(1) The First Annual Meeting of Beijing Relativity Theory Research Federation was taken place in Beijing in the past year; and the Second Annual Meeting of BRTRF is holding in Shanghai today. We have succeeded to hold the first comment meeting of members’ paper, Dr. Xiangyang Gan and Dr. Gong Liu have gained encouragements.

(2) The net station of Beijing Relativity Theory Research Federation has been built in Wuhan, so far it has gotten about twenty thousands times’ visit.

(3) The Memorial Report Meeting of the 90th Birthday of Professor Hoff Lu has held in Beijing, “ the exhibition of Professor Hoff Lu’s great words and Taiping Li’s calligraphy” has been taken place at the same time.

(4) The important article American scholars reviewing Hoff Lu was published with whole space of newspaper by Emigrant from USA.

(5) Two symposiums were published in Beijing, one is The discovery--Paper Collection of the First Annual Meeting of Beijing Relativity Theory Research Federation, and the other is The permanent commemoration--Paper Collection of the Second Annual Meeting of Beijing Relativity Theory Research Federation.

(6) BRTRF academic Development, edited by Beijing Relativity Theory Research Federation has been over 700 times, more than 4000 pages, and exceeded 4 millions words.

(7) Professor Kexi Liu has gained “the special-effort encouragement of Beijing Relativity Theory Research Federation in 2003”,the other ten scientists like Yining Ding 、Gong Liu and Shurui Zhang have gotten “the membership contribution encouragement of Beijing Relativity Theory Research Federation in 2003”.

(8) 13 projects such as Junda Cui’s “the Theory of Compound Time-space ” have been admitted by Beijing Relativity Theory Research Federation in the first program selection of research plan.

(9) 16 scientists like Shurui Zhang, Changqing Situ, Baosheng Feng were awarded the prize of excellent paper of the first BRTRF annual meeting.

(10) Xingliu Liu and Baosheng Feng’s The Anti-gravity Research has been affirmed by the National ministries and commisions’ scientisfic research dynamic specialists; and Science and Technology Daily》published the article titled “paying attention to the anti-gravity research” appealed by scientists including our ten experts.

(11) Chunxuan Jiang was elected as one of the ten characters of popular scientists by Science Time Daily in 2003.

(12) Xingliu Jiang’s “Zero Energy of Quantum Vacuum” was listed into “one hundred scientific problems in the crossing field in 21^{st
century”.}

Xuefei Zhou took part in “the discussing meeting of national middle
and long developmental strategy of science and technology”. He raised
five suggestions towards the meeting as a members of “the research
project group on the investment and management model of science and
technology”.}

raise the main views on “Something is wrong with Newton, Einstein and
Bohr ?” together with Lee Hock Cheong and Tiandishengren Academic
Lecture and the Academic Study-and-Discuss Meeting of the 90th
Anniversay Physics of the Department of Physics of Peking University.
(15)
Zhenqiu Ren’s article of “Scienceism: Tiger Being in the Way as
People Advancing in the Original Discovery” has been published by the
magazine Science Affecting Society.
(16) The
buried rites of cinerary casket of popular science writer Depei Bian and
the memorial meeting of people scientist Yongsheng Yan held separately
in Beijing.
(17)
Changyou Feng, Shuiqing Wu and Kefei Wang have took part in the expert
group of investigating Xingtai led by the Department of Science and
Technology of China, and had an academic intercommunion.
(18) The
36th times meeting of Hoff Lu Forum was held in Handan of Hebei
province, and the leaders of BRTRF Shuiqing Wu and Jingzhi Bai and Deyun
Wang and Zhijie Zhang joined in this meeting.
(19)
Zhipeng Zheng and Jingzhi Bai attended the rites of academician Hoff
Lu’s bronze statue and the memorial meeting of academician Hoff Lu in
Hawaii University.
2. The
Working Arrangements in 2004
Reminding
the past and summing up our experience just for seeking truth and
advancing in the future. In the next year, we will do the follow things:
(1)
Editing better the magazine of Matter Regularity and the net station of
BRTRF(in Wuhan) and the net station of the Beijing department of Hoff Lu
Research Institute of Matter Regularity(in Beijing); Continuously do
better The Recent Developments of Beijing Relativity Theory Research
Federation and The Newest Report Of Beijing Relativity Research and
Recent Academic Developments.
(2)
Perfecting the organization of editing board of Matter Regularity.
(3)
Selecting and determining the subjects of science research in 2004.
(4)
Assisting with Shanghai general headquarters to organize the Memorial
Report Meeting of the 90th Birthday of Professor Hoff Lu, and this work
is in progress.
(5)
Preparing Hunan Branch of Beijing Relativity Theory Research Federation.
(6)
Cooperate with certain departments of our country to realize the
anti-gravity research to be in action.
(7)
Strengthening the management and application of the projects of science
research.
(8) To
members’ requirements, preparing actively the second and third comment
meeting of members’ paper.
Dear
friends, in the historian time, I think of a verse of Yuxi Liu’s
poetry in the Tang Dynasty, “By the sunken barge a thousand sails go
past, before the withered tree all is green in spring” The historian
wheel will not be stopped by anybody.
We
believe that, the BRTRF’s undertakings will be able to develop and
advance by every member’s effort. We are fully confident for the
victory in the future.

and every friend of coming here at home and abroad!
Through
the historian intercommunion, we have made a lot of new friends and
developed the team of relativity research and challenge. We are full of
the successful confidence about perfecting the relativity theory.
We are
feeling excited that we have made a lots of achievements; especially,
some papers published in Matter Regularity and Academic Annual have
shown our great fascination which is worthy of congratulating. We can
say that it is the greatest light spot of the annual conference and will
be immortal in the world!
“I hear
the incessant cry of monkeys from the banks, my light barge has passed
countless folds of hills !” With the “sailors” working hard
together, the “light barge” of Beijing Relativity Theory Research
Federation will sail into the wider and nicer sea for collecting more
shining scientific shells. The victory is not so long!
